RESOURCE CENTRES AND SERVICES IN EDUCATIONAL TECHNOLOGY

Education technology has the potential to
provide equal opportunities in several ways.
Access to educational technology at school can give students from low income
homes, where there is little
or no access to technology, “a needed edge to compete with children from more affluent
homes where technology is common place
in other words we can say that guaranteeing access for all classrooms to affordable educational technology in order
to achieve curricular goals makes it possible
to begin to address the inequities that exist among schools. Grabe and Grabe note that technology in the form of
telecommunications allows access to people
access to interactive services
through online discussion groups, interactive conference and interactive tutorials and
access to files through online databases, library
holdings texts and graphic files on
the internet.
The Central
Institute of Educational Technology (CIET) is established in 1984 and funded by
the Ministry of Human Resource
Development, Government of India. The institute is located at NIE campus, NCERT in New Delhi.
The NCERT undertakes programmes related to research, development and training extension and dissemination of educational innovations.
Publication of school
text books and other educational materials like teachers’ manual/guides etc. are its
major function.
The NCERT was established in 1961. It functions as a resource
center in the field of school education and teacher education.
The central institute
of educational technology is an autonomous organization formed as a nodal agency under the NCERT, for
promoting the use of mass media technology for expanding and improving the quality of education at school level.
The origin of the institute was affected by merging two
departments of NCERT, Centre for
Educational Technology and Department of Teaching Aids, with an aim to make the new age technologies in mass media available at the school level.
The function of CIET
is to improve the quality in education and to design and develop alternative learning
system in the society.
2. SIET
v The state institute of educational technology is responsible for the planning, research, production and
evaluation of educational software’s like video,
audio programmes and computer multimedia.

SIET Kerala
is the latest array of
7 SIET’s in the country.
v
Established on 1998.
v Main
activities are
Educational TV
programmes, educational film festivals, CD Library project.
v
Designing and production of teaching aids, research and
develop learning materials for blind
students, production of educational programmes for telecast are major goals of SIET.
v Prominent institute in educational electronic mass medium, experienced panel of production teams, strong network in the state, enriched audio/video library, creative facilities for outside production, strong training faculty in ETV production are the major strengths of SIET.
The Consortium for Educational Communication popularly
known as CEC is one of the commissions of India. It has been established with the goal of addressing the needs of higher education
through the medium
of television along with the appropriate use of
emerging Information Communication Technology (ICT).
Gyan-Vigyan Vimuktye
(knowledge liberates) is the motto.
UGC is formed on 1956
and its Headquarters is in New Delhi.
Pro. D P Singh is the chairman and it is affiliated to the
Department of Higher Education, Ministry of Human Resource Development.
To enquire into the financial
needs of the universities, Allocate
and disburse grand to
universities and colleges for their development and maintenance, promote and co-ordinate university education, institute fellowship and scholarship, advising
central and state government on the measures
for the improvement of university education are the functions of UGC.
To ensure the quality of university education, to develop universities as the center of excellence, to access the
financial need of the universities and formulate
and implement proper plans and programmes, to co-ordinate, determine
and maintain the standards of university education
are the objectives of UGC.
Consortium for educational communication (CEC), is an inter
university center was established by
UGC on 26th may 1993 under section 12 of its act.
Present director
is Jagat Bhushan
Nadda.
CEC is a nodal agency
at national level to address
the educational needs of the country through the use of various
modes of communication such as TV, radio,
EDUSAT and internet.
Close coordination,
facilitation, overall guidance and towards the activities of the media centers set up by UGC in
various universities through the country
is the major objective of CEC.
4. EDUSAT
EDUSAT is a communication satellite also known as
GSAT-3.
Launched on 20th September
2004 from Sathish
Dawan space center.
EDUSAT means educational satellite. In its broad sense
means education through satellite.
It is the first full fledges
satellite and the first to serve in education sector.
It was launched to geostationary transfer orbit, which is
an elliptical one. The orbit is 36000KM high from earth.
EDUSAT facility can be setup
in two ways, RTO- Read Only Terminals
(one way audio and one way video)
and SIT- Satellite
Interactive Terminal (one
way video and two way audio).
The main aim is to meet the demand for an interactive
satellite-based distance education
and for providing connectivity to school, college and higher-level education and also to support
the non- formal
education.
It covers all geographical areas inside the country and can provide
consistency to education.
It can provide interactive and cost-effective education.
It is useful to implement virtual classrooms in remote and
rural schools. And can provide audio
visual medium and interactive medium facility.it can open up many possibilities like online teaching
video conferencing etc.
It can be used at all levels of education from primary school to professional courses and can facilitate the provision of equality in educational opportunity.
EDUSAT was
planned for 7
years, it
achieved 6 years.
On September 30, 2010 it was
deactivated and moved to the
graveyard orbit.
5. NME-ICT
The National
Mission on Educa5tion through Information and Communication
Technology (NME-ICT) is a centrally sponsored scheme to leverage the potential of ICT, in the teaching learning
process.
The mission approved by
the government of India on the 2nd January, 2009.
NME-ICT launched on 3rd February, 2009.
NME-ICT includes the
three cardinal principles of educational policy are access, equity and quality.
The mission
has two major components, first one to for providing
connectivity along with the provision
for access devices,
to institution and learners
and the second one for content generation.
Launched by the
Ministry of Human Resource Development (MHRD),
government The objective is to raise the level of education in India and
aims to transform the education system,
teachers and students.
Opportunity to all the teachers and experts to pool their
collective wisdom for
the benefit of every Indian learner and result in effective teaching and learning process.
Anytime availability of desired knowledge
at appropriate levels of comprehension to all for self-learning and effective utilization of intellectual resources, minimizing wastage of time in scouting for opportunities
are some functions of NME-ICT.
SAKSHAT is an official
website of NME-ICT, it provide updates on the
National Mission on Education through ICT (NME-ICT) and manage the scholarships of MHRD.
6. NPTEL
NPTEL is National Programme
on Technology Enhanced
Learning.
NPTEL is where the knowledge is free for anyone, anytime
and anywhere. It is a joint initiative of IITs and IISE.
It is a project
funded by Ministry
of Human Resource
Development (MHRD) was conceived in 1999 to pave the way for introducing multimedia and web technology to enhance
learning of basic science and engineering
concepts.
NPTEL has been offering
self-study courses across engineering, humanities and science streams for more
than a decade. From 2014 march NPTEL has been
offering online certification for its courses.
It provides E-learning
through online web and video courses. Where web courses are in pdf and HTML format and are available for
download, with lessons in text
format. The video courses include video files, and the classroom lectures are delivered in IIT classroom is recorded
and made available.
POC (Single Point Of
Contact) will act as a connecting link between
NPTEL and students,
disseminating information as and when required.
NPTEL and colleges
interact and engage directly and it is called LOCAL CHAPTER. It includes
students and mentors
of college, faculty
and teachers from IITs, NPTEL office
and SPOC at college.
7. KITE
Kerala Infrastructure and Technology in education
(KITE) is formally known as IT@SCOOL.
Developed to support ICT enables education
in schools of Kerala.
Launched on august 7, 2017 in Thiruvananthapuram. The logo was launched
by Kerala chief minister Pinarayi Vijayan.
It is the first SPV (special
purpose vehicle) company
funded by KIIFB
Works under the Department of General and Higher Education
of Kerala.
IT@SCHOOL was established in 2001.
At 2017 IT @SCHOOL was promoted to a government company named KITE.
KITE was the first
SPV of Nava Kerala
Mission.
ICT training, internet
training, training on ICT5 enabled
content, IT training for visually challenged,
animation training for students (ANTS) are the main
training programs provided
by KITE.
LITTLE KITES’s IT CLUB is a unique initiative of KITE. It
has over 1 lakh student
members.
Launched on 22 January 2018 at Thiruvananthapuram by chief
minister Pinarayi vijayan.
It is the largest
student network in the country.
Little kite’s camp are occasional IT camps conducted under
little kite’s club. Core subjects
like animation, cyber safety, Malayalam computing, hardware and electronics, mobile app, programming, robotics, e-commerce, e-governance, video documentation and web TV are taught
for the students.
8. VICTERS CHANNEL
Versatile ICT enabled resource
for students.
Was inaugurated by APJ Abdul Kalam former president of
India, on 25th July 2005 in Thiruvananthapuram.
The telecast of programmes started in August 2006 through
assistance of EDUSAT. It was
inaugurated by former chief minister of Kerala V.S Achuthananthan on 3rd August 2006.
The channel is telecasted for 17 hour a day from 6 AM to 11 PM.
The studio complex of VICTERS was inaugurated on 10th
February by former chairman
of ISRO, Dr. Madhavan
Nair.
It is a service
of KITE.
It has two modes of operation. 1. Interactive mode, it is for video conferencing
and other educational training purpose and it is facilitated through satellite interactive terminals.
2. non-interactive mode, it is for educational
content delivery at schools and homes via ROTs
By the assistance of EDUSAT, the IT@SCHOOL and the education
department has created
history by launching an educational channel
for the students and teachers of Kerala to
strengthen their quality in teaching as well
as learning process.
It caters
to the students
and teachers on a need-based manner, and programs
are aired on demand, sensitive
to school curriculum.
9. AKSHAYA PROJECT
Akshaya project was launched
as an e-literacy project on November 18th 2002 by Dr. A P J Abdul Kalam.
Piloted in the district
of Malappuram.
Mission is to bridge
the ‘Digital Divide’.
Works in PPP model-
presently 2621 centers across state delivering G2C and B2C services to citizens.
The main aim was that the government constituted the information technology mission
for achieving transparency and speed in administration so as to make it more responsive to the needs of the people and for the grass roots
level application of information technology as a part of social engineering
for development.
100 percent literacy,
delivering of G2C services, single window for all services, friendly face of government, empowering citizen through
ICT are the major objective of the project.
Single window for all
services on 2nd July 2009 through a government order.
E-learning was in collaboration with INTEL and IGNOU.
Insight is one of the unique
e-learning programs for visually challenged.
Digital empowerment of the state is the major
outcome.
10. GYAN DARSAN
v
GYAN DARSAN is a satellite based
educational TV channel.
v
Started on 26th January
2000
v It carries information’s from educational organizations like UGC, CITA, NCERT, NIOS, IITs, TTTI s.
v Operating through a C-
band transponder on INSAT3C as a free-to – air
channel has been upgrade as a completely digital one with effect from 26th January
2003.
v Gyan Darsan- I, beams
round the clock programs acquired from UGC, NCERT, IGNOU,
CIET, SIRT.
v Gyan Darsan-
II, is a one way video and two way audio satellite interactive system.
v Gyan Darsan
– III, is also known as ‘Eklavya’. It offers programs
for vocational and technical education.
v Gyan Darsan
– IV, it is also known as ‘Vayas’. It serves to the higher
education sector.
v Gyan Darsan
– V, dedicated to be launched soon. It will be dedicated to the programme on science, technology and sustainable.
11. INFLIBNET
Information and Library Network (INFLIBNET)
initiated by the UGC in April
1991.
Head quarters at Gujarat
University Campus, Ahmadabad.
It became
an independent, autonomous Inter University center
(IUC) of UGC in May 1996.
To promote
scholarly communication among academicians and researchers,
to provide speedy and efficient services to the end users, to modernize
the library and information centers
in the country are the major objectives.
The needs of INFLIBNET
are information explosion, diversity of user
needs, financial crunch,
Impossibility of self-sufficiency and emergence of new subjects.
E-consortium are
e-shodhsindhu, UGC-INFONET Digital Library Consortium, NLIST programme.
In the umbrella of INFLIBNET many services and activities are run for the development of Indian higher
education to each and every
people of India.
CONCLUSION
The
specific aim of educational technology is to provide incredible resources for
the development education. By integrating information and communication
technology into school curriculum, a fundamental shift will be taking place in
the teaching and learning process. In setting up on educational technology
resources centers have to addresses main aspects such as determination of the
equipment required hard ware and software, securing required funds so as to
cover initial costs such as maintenance and technical assistance providing
professional development for the educators. The requisite skills of the learner
are developed by facilitating information technology in schools and colleges
and it will help them to prepare for the job markets in the 21st
century. Thus technology can become the force that equalizes educational
opportunities of all children regardless of location social and economical
factors.
